MES是實施企業敏捷制造戰略和實現車間生產敏捷化的基本技術手段，是企業CIMS信息集成的紐帶。
在應用范圍方面，MES屬于企業管理應用軟件的范圍，起源于離散工業，又擴展到流程丁業。在各行業的應用發展不盡相同，MESA通過實踐總結，歸納了MES的十一個主要功能模塊：工序詳細調度、資源分配和狀態管理、生產單元分配、文檔控制、產品跟蹤和產品清單管理、性能分析、人力資源管理、維護管理、過程管理、質量管理、數據采集。
MES系統能根據ERP系統提出的宏觀數據計劃，指揮生產現場的過程控制系統進行生產，對現場信息進行丁藝管理、物流管理、質量管理、生產進度跟蹤管理、設備運行監督及控制等生產管理和調度執行，它是ERP與生產控制系統之間的橋梁。
造紙工業是一個與國民經濟發展和社會文明建設息息相關的重要產業。造紙行業的企業信息化經過多年的深入發展，取得了一定的成果，很多有一定規模的造紙企業，都已廣泛采用ERP(企業資源計劃)和PCS／DCS(現場自動化系統)，而MES卻是造紙企業信息化中最為薄弱的環節，只有很少部分大型企業開始了MES的應用。在企業的信息化建設過程中，大多都是兩端分化，一端是以企業信息管理中心牽頭實施的MIS、ERP、CRM等管理信息系統，另一端是生產設備控制中心實施的現場自動化系統，如PLC，DCS，PCS等，兩者各自獨立，從ERP中得出的生產計劃與生產現場的信息傳遞是依賴手工作業進行的，即人工將生產現場的數據輸入到ERP中，這樣在生產現場的過程控制和ERP的計劃管理之間就存在一個信息流通的斷層，使管理效益也大打折扣。通過MES的實施，可在二者之間建立一座信息橋梁，達到上下互通，企業管理者也能夠實時地掌握生產信息，進行生產決策。
